§4.2 · Paperwork and authority
Inspector duties and responsibilities on the CWI
A welding inspector's duties and responsibilities come down to checking the work at the right moment, staying inside your authority, and leaving a record the next person can follow. Part A tests the judgment calls behind each.

4.2.1One joint, four checkpoints
Fit-up
Paper, then steel
Drawings, the WPS and the welders assigned to the joint. Then the joint itself: root opening, groove angle, preheat.
Root in
The WPS in practice
Interpass temperature, process settings against the WPS, bead placement on multi-pass joints. On a joint welded from both sides, the back gouge has to reach sound metal before the second side starts.
Capped
Size, profile, acceptance
Weld size and profile against the drawing; visual criteria from the code; NDE ordered where the drawing calls for it. Tools for the job are under weld inspection gauges.
Repaired
Same rules a second time
A repaired weld is re-examined to the same criteria as the original. A repair doesn't buy a looser limit.
4.2.2Who has the last word
The questions here are short and the wrong options are tempting, because each one sounds like something a helpful inspector might do.
D1.1 Clause 8 splits inspection into two jobs. Fabrication and erection inspection is the contractor's; verification inspection is done for the owner. The Engineer approves alternatives, alternate acceptance criteria included.
Above the CWI sits the SCWI, who supervises inspectors and writes inspection procedures. Since April 1, 2025 the single SCWI exam is retired and the grade is earned through four endorsements (AWS SCWI page, checked October 2026). The full comparison is on CWI vs SCWI.
Who has to hire a certified inspector is a contract question. D1.1 puts inspector qualification on the parties the contract names, and B5.1 leaves enforcing its visual requirements to the employer. There's no blanket legal rule that every structural job needs a CWI.
A finding is a finding. Whether it becomes a defect depends on the acceptance criteria, which is the line drawn on discontinuity vs defect. Qualification records sit in the same file: welder and procedure qualification covers who may weld what.
Ethics starts before you're certified. Every candidate signs the Candidate Attestation Agreement, and AWS warns that passing on exam content can be unlawful (AWS CWI Examination User Guide, September 2026, checked October 2026). The habit it asks for, saying only what you actually saw and measured, is the same one a report needs.
4.2.3Duties across all three parts
The minimum of 4% for Duties and Responsibilities covers Part A only. Part C sets at least 25% for Inspection and at least 5% for Reports and Records, and those questions ask what the code makes the inspector do, at which stage, and what goes on paper. Part B's largest minimum, at least 34% for Welding Inspection and Discontinuities, is duty in practice: measure, compare, decide (AWS B5.1:2025, Table 8.1, checked October 2026).
A useful record answers the questions someone will ask a year later: which weld, judged against which code and edition, with which result, by whom. Leave the edition off and the record can't be checked once the next edition is out, which is a real risk while AWS accepts both D1.1:2020 and D1.1:2025 (AWS Exam References and Editions Guide, August 2025, checked October 2026).
4.2.4Inspector grades and what each may sign
| Credential | Inspects | Final acceptance | Extra scope |
|---|---|---|---|
| CAWI | Only under a CWI's or SCWI's active supervision | No: the supervising CWI or SCWI keeps it | None; can't renew |
| CWI | Yes | Yes | Certifies welder qualifications |
| SCWI | Yes | Yes | Supervises inspectors, writes inspection procedures, audits vendors |
Source: AWS QC1:2016-AMD1, clause 4, checked October 2026. The CAWI route in detail: CWI vs CAWI.
A CAWI inspects “only under the active supervision” of a CWI or SCWI, and the supervisor keeps final acceptance.
4.2.5Roles the code names
- Engineer
- The party responsible for the design. Approves alternatives to code provisions.
- Contractor
- The party that fabricates or erects. Owns fabrication and erection inspection.
- Fabrication and erection inspection
- Inspection the contractor performs on its own work as it goes.
- Verification inspection
- Inspection done for the owner to confirm the contractor's work and records.
- Alternate acceptance criteria
- Criteria other than the code's own, allowed only when the Engineer approves them for the job.
- Final acceptance
- The sign-off that the work meets the criteria. A CAWI can't give it.
4.2.6Judgment calls
Short scenarios on timing, authority and paperwork, each with one answer you could defend to an auditor.

When should a welding inspector perform visual inspection of a weld?
Remarks on every option
- A Inspecting only at the end misses fit-up, preheat and interpass problems you can't see afterward.
- B Correct: Visual inspection runs before welding (fit-up, preheat), during it (interpass, technique) and after it (size, profile, discontinuities).
- C Watching only during welding skips the fit-up check and final acceptance of the finished weld.
- D Fit-up is just the first check. Plenty of rejectable conditions show up during and after welding.

Which of the following is a primary responsibility of a welding inspector during pre-weld inspection?
Remarks on every option
- A Training welders belongs to the contractor. The inspector checks qualifications, not teaches.
- B Ordering consumables is purchasing's job. The inspector verifies the filler is correct and stored properly.
- C Scheduling work is production management, not inspection.
- D Correct: Before welding, confirm base metals and fillers match the drawings and specs, with heat numbers or markings tied to their documents.

Tag 03
What is the inspector's responsibility regarding weld joint fit-up?
Remarks on every option
- A Joint design changes go through the Engineer. The inspector reports fit-up problems but doesn't redesign.
- B Correct: Check groove angle, root opening, root face, alignment and cleanliness against the WPS and drawings before welding starts.
- C Joint design is the Engineer's job. The inspector checks the joint is prepared as designed.
- D Cutting and beveling is the fabricator's work. The inspector checks it.

Tag 04
What is the inspector's responsibility regarding hold points?
Remarks on every option
- A Hold points are set by the contract or inspection plan. The inspector can't drop them because they slow the job.
- B Hold points are fixed by the inspection plan, not moved around for convenience.
- C Work stops at a hold point until the inspection is done. Skipping one defeats the purpose.
- D Correct: At a hold point, work stops until the required inspection is done and recorded. You make sure that happens.

Tag 05
Which of the following is NOT within a welding inspector's scope of authority?
Remarks on every option
- A Stopping clearly unsafe work is part of the job, not overreach.
- B Checking welder qualifications is core inspection work.
- C Rejecting welds that fail the acceptance criteria is exactly what the inspector is there for.
- D Correct: The inspector verifies the WPS is followed. Changing it without engineering approval is outside the inspector's authority.

Tag 06
What should an inspector do if asked to approve a weld that doesn't meet specifications but "will probably be fine"?
Remarks on every option
- A "Probably fine" isn't an acceptance criterion. A weld meets the spec or it doesn't.
- B Client pressure doesn't change the criteria. Alternatives go through the Engineer, in writing.
- C Experience doesn't override the spec. You judge against the written criteria.
- D Correct: Reject it and write up the nonconformance. If it turns out acceptable, that's the Engineer's call through a documented disposition.

How should a welding inspector handle confidential information about proprietary welding procedures?
Remarks on every option
- A Copies leaving the site break control of proprietary documents. Study them where they're kept.
- B Proprietary procedures belong to the company that developed them. Passing them around breaches confidentiality.
- C Posting them publicly hands a company's proprietary work to its competitors.
- D Correct: Keep proprietary procedures confidential, store them securely and share them only with people who need them for the work.

Tag 08
What is the proper procedure when asked to inspect work outside your certification level?
Remarks on every option
- A A crash course doesn't confer certification. Work beyond your level still needs the right credential.
- B Correct: Decline and point the client to someone certified for that work. Inspecting beyond your qualification misrepresents what you can sign for.
- C Noting your experience doesn't change who is qualified. The report would carry a signature that doesn't cover the work.
- D Having someone sign for work they didn't inspect makes a false record.
Pick an option. The remarks on all 4 open here.
Tag 09
How often should a welding inspector calibrate inspection tools and equipment?
Remarks on every option
- A Waiting for readings to look off means you may already have accepted welds with a bad tool. Calibration runs on a schedule.
- B A flat yearly rule ignores what the maker and the standards call for. Some tools need checks more often.
- C Correct: Calibrate on the interval the manufacturer and the governing standards or quality program set, and keep the records.
- D A weekly Monday check isn't based on anything. The interval comes from the manufacturer and the applicable standards.

What does 'NCR' stand for in welding quality documentation?
Remarks on every option
- A Certification records are a separate thing. NCR is about nonconforming work.
- B An NCR leads to corrective action, but it doesn't stand for a corrective response.
- C "Normal compliance review" isn't a standard term.
- D Correct: An NCR is a nonconformance report, the written record of work that fails a requirement and how it gets dispositioned.

What does 'ITP' stand for in welding inspection terminology?
Remarks on every option
- A "Initial test process" isn't the term.
- B Correct: An ITP, inspection and test plan, lists each inspection and test, when it happens, its acceptance criteria and the hold and witness points.
- C "Internal testing procedure" isn't what ITP stands for.
- D Close, but the term is inspection and test plan. It's a plan, not a protocol.

As a welding inspector on a major bridge construction project, what essential document would you use to ensure every weld's quality and traceability is maintained according to project specifications?
Remarks on every option
- A Correct: A weld map or log ties each weld's location to its date, WPS and welder ID. That's what makes every weld traceable.
- B A monthly count of finished welds shows progress, not which welder made which weld to which WPS.
- C Photos show what was done but don't record which welder or procedure made each weld.
- D A daily progress log tracks the job, not individual welds. It can't trace a weld to its welder and WPS.
Pick an option. The remarks on all 4 open here.

What documentation is required when recording a weld offset measurement?
Remarks on every option
- A Length alone doesn't say how big the offset is or where it sits on the joint.
- B Location alone leaves out the amount, which is what gets compared to the limit.
- C Correct: Record how much offset there is and where it is, so it can be compared with the limit and found again.
- D A maximum value with no location can't be traced back to the joint.
Pick an option. The remarks on all 4 open here.

In a manufacturing plant, welding inspectors should primarily focus on:
Remarks on every option
- A Correct: Inspectors focus on weld quality and conformance to the codes, specs and drawings.
- B Performance reviews are a supervisor's or HR's job.
- C Equipment maintenance is maintenance's job. The inspector may flag equipment, not service it.
- D Procurement is purchasing's job. The inspector checks that what arrives meets the spec.
Pick an option. The remarks on all 4 open here.

Which term describes the written record of weld inspections and test results?
Remarks on every option
- A "Quality document" is too broad. It covers any quality record, not specifically inspection results.
- B A log may list exams done, but the formal record of inspections and results is the inspection report.
- C A test record covers a test. The inspection report covers the inspections and their results.
- D Correct: The inspection report is the written record of what was inspected, the results, and whether it was accepted or rejected.
Pick an option. The remarks on all 4 open here.
Tag 16
What should be included in a welding inspector's daily log?
Remarks on every option
- A Future plans belong in project schedules. The daily log records what was inspected and found that day.
- B Financial data has no place in an inspection log. Keep it to inspection facts.
- C Correct: The daily log records the inspections done, what you observed and any nonconformances, so the record is complete and traceable.
- D Personal opinions about welders don't belong in the record. Write down facts and results only.
Pick an option. The remarks on all 4 open here.
4.2.7Authority questions that trip candidates
If the Engineer approves alternate acceptance criteria, what does the inspector judge against?
The approved alternative. D1.1 Clause 8 lets the Engineer approve alternate criteria; the inspector applies them and records which criteria were used. The inspector doesn't grant them.
Does tubular work change the inspector's checklist?
It can. Clause 10 is D1.1's tubular clause, and where it covers an item it governs over the plate version, inspection items included. Confirm which clause applies before you measure.
